The Federal Supply Schedule (FSS) program is a simplified process that closely mirrors commercial buying practices by using the buying power of the government to obtain volume discounts on more than 11,000,000 commonly used supplies and services from more than 17,000 seller’s (or contractors).
More than $42 billion worth of commercially-available supplies and services is purchased through the program each year – the government spends approximately 10% of all its contract dollars through schedule contracts.
The Federal Acquisition Service’s (FAS) policy is to only issue an award if anticipated government demands exceed $1,000,000 during a one-year period.
The Advantages of the FSS
• A FSS contract is for a minimum of five years (and, because they typically have three five-year options, the schedule contract can exist up to 20 years)
• Government wide – Can be used across agencies. GSA Schedule Contracts can be used by any federal agency from DOD and DHS, to FEMA and the Department of Energy.
• Indefinite Delivery, Indefinite Quantity – Open ended, No set amount. While the term of the contract is fixed, the deliverables are not. During the term of a GSA Schedule Contract, any federal buyer can order an unlimited amount of products or services.
• Multiple Awards – More than one company can receive the contract. A company can apply to obtain a GSA Schedule Contract at any time and there is no cap on the number of companies that can be awarded a contract.
Having a Federal Supply Schedule is no guarantee that you will receive any orders. The government is under no obligation to order any supplies or services under the FSS contract.
In fact, you must generate at least $25,000 in sales during the first two years of the contract and $25,000 or more each year afterward to keep it.
If your typical order is less than $25,000, there is little reason for obtaining an FSS contract because the contracting officer will not have to synopsize the under-$25,000 purchase in FedBizOpps.

The Federal Supply Schedule is obtained through the GSA Federal Supply Program and your company must be in business a minimum of 2 years.
Although a supply schedule is used when anticipated government demands exceed $1,000,000 during a one-year period, it does not guarantee us any sales.
You must generate $25k worth of sales in the first 2 years and then maintain this 25k each year thereafter, or we will lose the contract.
Remember schedules can be awarded to multiple companies; this makes it even more critical for us to market to those specific buyers.
